(Reuters) - Illinois Governor Pat Quinn signed a gun-control measure into law on Sunday that expands background checks to cover all firearms purchases in the state, closing what he said was a loophole that exempted gun sales between private parties.
The new law also requires all gun owners to report any lost or stolen firearms to local police within 72 hours.
"Guns are a plague on too many of our communities," Quinn, a Democrat, said in a statement. "Making sure guns do not fall into the wrong hands is critical to keeping the people of Illinois safe. This commonsense law will help our law enforcement crack down on crime and make our streets safer."
The expanded background checks go into effect on January 1, 2014.

When the arms were stolen, or when they were first discovered stolen?

but to ASSUME is you know. I would like to see a layman's version of the law not in lawyer speak.

I would also like to see a layman's version of the law covering reporting of lost or stolen firearms.
All I can say is, it's IL.

Sec. 24-4.1. Report of lost or stolen firearms.
(a) If a person who possesses a valid Firearm Owner's Identification Card and who possesses or acquires a firearm thereafter loses the firearm, or if the firearm is stolen from the person, the person must report the loss or theft to the local law enforcement agency within 72 hours after obtaining knowledge of the loss or theft

And of course those doing all the shooting and killing are going to do this when acquiring or getting rid of their firearms.

The law about background checks, when it was written, was written intentionally to NOT include gun sales between individuals who are NOT FFL holders. The only time a loophole is accurate is if the 'loophole' was unintentional.
