Seems like the financing for a project that small wouldn't require Congressional approval.

The White House has said they're in the "procurement phase", which begs the question: were they about to buy Solyndra panels when the company went belly-up? Or maybe Obama decided the association with Carter was a negative he couldn't afford in this election year.

they've already been authorized.

Or maybe they are looking for good ones that aren't made in China.

This article is kind of old--date stamped Sep 23, 2012 2:22pm--so they probably were waiting for after the election, particularly since rMoney WAS trying out a "Carter smear." It was so obvious that Jimmy's grandson took it personally, and we ended up with that beauteous 47 percent tape.
