I thought that was the GOP's job.

A soak off is where a weak unit attacks several units so that stronger units can attack others at better odds.

Bernie needs to fight in every state while Hillary can "soak off" some states so she can concentrate on the big prizes of NY, MD, PA and CA plus build up a war chest for the GE.
