They just had to register before the deadline. Especially the group he singles out "young people who have not previously registered and want to register just can’t do it" had a long time in which to do it, as their deadline wasn't until March 25., I believe.

New York is strict on those who are already registered - that is, those who are already politically engaged and therefore should know how the system works. Their change of registration is in October. Those who aren't registered have 5 more months in which to register and still be on time for the primary.
