Chances of restoring protection for Dreamers without shutting down the government?

I don't see how republicans would ever restore DACA without Democrats coming from a position of strength and unity....but I do think Democrats are definitely united after the disaster that is Trump's tax reform.

Do Democrats in congress have the political muscle to accomplish this? Could they possibly work with a handful of republicans to stand firm on the restoration of DACA (which was pushed aside in September 2017)?

What are our realistic chances here?
