Increase voter turnout in the African American electorate helped Jones-D win AL in 2017

Could the same thing happen for 2018 Democratic US Senate Incumbents or Challengers like Donnelly-IN,McCaskill-MO,Brown-OH,Bredesen-TN, and O'Rourke-TX?
