According to the article, ten deer hunting licenses were sold listing kids under ONE YEAR OLD.

This is more like buying a savings bond for a newborn, except that the hunting license will expire after a year. So it's just a symbol of their increased ability to spread the use of guns.

Then Daddy or Mommy hunter takes another deer, they can claim the baby got it.
