The goal was to create an offshore research facility including a meteorological tower, said Kathryn Walsh, spokeswoman for the Department of Energy. ... Starting in 2013, Walsh said the departments National Renewable Energy Lab conducted engineering and environmental assessments of the tower to build the research facility. ... Plans went awry in 2014 when the department determined that necessary structural upgrades to use the tower as a meteorological tool would cost too much. The tower, instead, was prepared for auction by the General Services Administration.

According to the auction site, the National Oceanic and Atmospheric Administration and Virginia Tech used the tower as a data buoy center for more than 30 years, collecting wind speed and directional movements. The Army and Navy have trained helicopter pilots using the tower as a fly-by location and the Coast Guard used it to aid navigation in the Chesapeake Bay. NASA used the tower for meteorology research starting in 1997.
Another Texas Tower, called the Frying Pan Tower and located 32 miles south of Bald Head Island operates as a bed and breakfast. According to the website, owner and operator Richard Neal purchased the tower for $85,000 and uses his guests payments to restore the tower. ... The Chesapeake Light Tower auction ends on July 20, with a current bid of $14,000. The sale of the tower does not include submerged land or any meteorological equipment.
