The State has to pay since the difference was less than one half of 1 percent.

1. That was inevitable.

It most likely will not make a difference. These things rarely turn over.

2. Probably, but the law has been changed since Creigh Deeds lost by 500 votes.

They will now rescan each paper ballot and examine the ones the machines don't read. On that, I expect Herring's lead to grow. The wild card is Cuccinelli's willingness to change rules during the process.
