Questions swirl around El Paso ISD's $1,500-a-day consultant
A consultant who is paid $1,500 a day by the El Paso Independent School District helped arrange meetings between Superintendent Juan Cabrera and a company that won a bid to oversee the districts $669 million bond program.
Scott Himelstein, a San Diego consultant who began working with the district two years ago, helped set up multiple gatherings between Cabrera and officials for Gafcon, a San Diego construction management company, according to documents obtained by the El Paso Times through the Texas Public Information Act.
Himelstein, 60, did consulting work for Gafcon in 2013, and got another contract with the company in May. The second contract came days after a meeting between EPISD and Gafcon that led to the company winning a bid in June to help oversee implementation of the bond package approved by voters last year.
The details of Himelstein's business ties with Gafcon were included in an affidavit the company provided to the district after Trustee Susie Byrd raised questions about the district's bid award.
