As Harris County leaders on Monday increased the threat here from impending storms developing in the Gulf of Mexico to level 2, the second highest, leaders in Galveston authorized a voluntary evacuation of the Bolivar Peninsula.
And with the threat of flooding and severe weather, some local school districts already have decided to close on Tuesday.
The threat in Harris County increased as state officials in Austin said at midday that a Hurricane Hunter spotter aircraft had determined that the broad low storm system in western Gulf of Mexico remained a tropical disturbance, but that the chances of it increasing enough in strength to become Tropical Storm Bill were likely by late Monday or early Tuesday.
Harris County officials are monitoring flood gauges as well as roads that may need to close, said Joe Stinebaker, spokesman for Harris County Judge Ed Emmett. Officials with the Harris County Office of Homeland Security & Emergency Management are watching the storm at Houston TranStar offices.

House ruined during Ike but says because water went around to the Bay and 'backed up' and it was a big mess for their area, which is just south of the Seawall. It's not expected to breach it. AFAIK.
