You can walk across the Potomac River from Rosslyn, a neighborhood in Arlington County that has a Metrorail stop, to Georgetown in a few minutes.

Since most neighborhoods will be lower priced than Georgetown.
Arlington has plenty of hotels. Value can be found near Capital One Arena and the Convention Center when there isn't an event downtown. And prices are lower further east and north of downtown.
