Ok, now that's the weirdest damned thing I'VE ever seen...

Either there are some kids outside somewhere shining a bunch of spotlights up at the clouds or there are some UFOs above the clouds playing tag.

Since I don't see any lights coming up from the ground, and it appears as if the lights originate ABOVE the clouds, I'm at a loss. It's after midnight, so I doubt it's some sort of advertisement gimmick or anything like that.

It's cool and freaky, whatever the hell it is. Those lights are zigzagging all over the sky...

Looks like spotlights or very powerful flashlights. Easily 6 or more racing overhead.
