1. Pretty shoddy journalism.

They cite the Dead Parrot sketch starring Graham Chapman and John Cleese when it was Michael Palin and Cleese.

2. I believe it was written by Chapman and Cleese.

Palin only acted in the skit cause he does sneaky better than Chapman. Plus, I don't think the Pythons ever made a deal about acting in skits they wrote themselves.
