I found it intriguing and different. Somethings I found hard to follow. The animation itself isn't that great but that's beside the point.
What I could follow is that what is presented is a society that has arisen after some sort of catastrophe, say a nuclear war. What's arisen is a society that is heavily controlled by distribution of electricity.

I know there is more to it than that but I would like to see them flesh out the story a bit more.
