but the real crookedest street in SF, which is a small section of Vermont Street on Potrero Hill.

6. If I'm not mistaken, that's a brake lever

It's used to lock up the rear tires so he can induce the power slide he uses around most turns. It allows for faster speeds through the turns (if you do it right), although it eats tires like candy.
