and (with very few exceptions) almost all Germans used it

The few exceptions were mainly Jehovah's Witnesses, who were typically imprisoned for refusing to use the salute and then subjected to "persuasion" techniques, usually repeated beatings by Nazi thugs, often with fatal results

The picture that you have so craftily labeled "Ratzinger" is, of course, not Ratzinger, who turned 18 in 1945 only a few weeks before the German surrender. The two rightmost persons in the picture are the Nazi Ministers of Propaganda and of the Interior, Joseph Goebbels and Wilhelm Frick. I don't know who the person, that you labeled "Ratzinger," actually is, but if we look at a version of the photo you haven't blurred, we can see immediately that the person is too old to be Ratzinger and doesn't really look anything like him:

Just happens to look like the stereotypical view of the J man. Those are practical desert clothes he's wearing.

That's assuming it's not--you know--photoshopped.
