Hard to say what condition the bridge was in but there was a triggering event.

there are triggering events in lots of places. There are bridges that can be brought down by a truck. It impacts local economies when people can't use roads/bridges.

They want the billionaire donors to PROFITIZE the infrastructure so that
they can make buck. They're all in for toll-roads & bridges because
someone has to make money on everything the government should do.
