Rachel goes into how Scott Lloyd used his HHS office to meticulously track refugees who were pregnant teenage girls - with the apparent intent to harvest the babies.

That's exactly what the Argentine dictatorship did in the late 1970s - some 500 babies in total, 128 of which (now 40 year-old adults) have been identified.

The mothers were killed upon giving birth.

And like Mr. Lloyd there, meticulous records were kept; but were all burned by the last dictator in 1983.
