“Just to start, obviously you’ve heard of all the frustration. Who is to blame for this, these long lines?” Purcell was asked.

“Well, the voters for getting in line, maybe us for not having enough voting places,” she replied.

But imo she definitely wanted to advance the idea that all those voters were like some natural calamity, an "act of God" for which she/her office isn't responsible.

Ah, those adorable voters, getting up to their adorable voter-like antics!

It's like a flashback to the Reagan era.
