Argentina's Trumpian president, Macri, recently tried something similar to lure assets stashed offshore: a 5% tax, full secrecy, and no penalties legal or otherwise (some of the names leaked out anyway, including the presidential family's).
$130 billion was declared - and Argentina's economy is about a third of Russia's. I should note, though, that of the $130 billion declared, only 5% was repatriated. Putin might find that getting jet setters to declare their funds, and actually getting them to invest them at home, are two very different kettle of fish. |
