Lawmakers agree to ban handcuffs for jail births

TALLAHASSEE, Fla. (AP) — Women giving birth in a Florida prison or county jail could not be handcuffed or otherwise restrained unless the birth mother poses a security risk.

The Florida Legislature on Thursday sent the bill to Gov. Rick Scott.

The bill called the Healthy Pregnancies for Incarcerated Women Act (SB 524) prohibits restraining women inmates if they are in labor and during the period immediately following birth.

It also says that women prisoners should not be restrained during the third trimester of pregnancy unless there were documented security reasons.

those babies didn't choose to be born to felon moms!
