California County Votes in Favor of Project Labor Agreements for Large-Scale Construction

By a 5-2 margin, the Solano Community College Board of Trustees decided to move forward with Project Labor Agreements for Measure Q-funded bonds. The PLAs will be required for all projects over $4.5 million but will not include maintenance and operational projects. The PLAs will also include local hire provisions which encourage a labor force that reflects the diversity of the California county.
The public comment period featured more than a dozen union workers who explained how their union apprenticeships had helped shape their careers. Many of those who spoke had completed classes towards their apprenticeship at Solano Community College itself. Also speaking in favor of the agreements were Dixon City Councilmen Jerry Castanon Sr. and Thom Bogue.
The decision is not likely to pay immediate dividends since construction of projects covered by Measure Q bonds will not get underway for at least two years.
