Indiana Governor Signs Bill Eliminating Handgun Permits

Indiana Gov. Eric Holcomb signed into law Monday a bill eliminating the need for handgun permits, effectively making Indiana the 24th constitutional carry state in the nation.

Holcomb previously sidestepped giving his stance on the contentious bill, which was pushed through by Republican lawmakers but opposed by Indiana's top law enforcement official, county prosecutors and the state's police chiefs association.

In a statement following the signing Monday afternoon, Holcomb said "the Second Amendment has been debated for years, yet time and again our U.S. Supreme Court has reaffirmed this important constitutional right that I fully support."

"...HEA 1296, which I've signed today, entrusts Hoosiers who can lawfully carry a handgun to responsibly do so within our State," he added.

Carrying a concealed handgun without a valid reciprocal CPL in Michigan is a FELONY.

Leave it home if you don’t have one and are planning conceal your carry on a trip to MI.

All Hoosiers must obey Michigan law when visiting our state.

Concealed carry without a valid permit is a felony in Michigan.

They made it clear that if other states require permits, residents traveling there have to comply. If they don’t, that’s on them.

In-state permits are no longer necessary.

That’s a felony.

Open carry in MI isn’t a law, it’s a legal loophole and is only available to Michigan residents. Non-residents cannot open carry in MI. They must have a valid, reciprocal CPL from their state of residence.

If we flip the legislature this year, open carry will go bye bye, especially since the fiasco at the Capitol in 2020.

Like saying the only reason I can mow my yard as often as I want is because of a legal loophole as there isn't a law against it.

But you are right, open carry of handguns in the state is only allowed for MI residents. Out of state residents who wish to conceal a handgun here will continue to be required to have a valid CPL issued by their homestead.

Nonresidents can continue to open carry, where not prohibited, long guns without a permit. Guns longer then 30 inches. Like an AR-15 style rifle.

The Senate committee hearing on this bill went on for eight hours. Private citizens, advocacy groups, prosecutors, and cops all spoke out against this.

For nothing.

This is one glaring example of how having a supermajority in power can do great damage to society as a whole.

To be fair, though, even if Holcomb vetoed the bill, it would have been easily overridden, perhaps in a special session, because the General Assembly here knows what’s best, constituents be damned.

I really wish people would read and truly understand what the framers intended with the Second Amendment. It wasn’t this.

Propose a new bill that aims to protect the right to bear arms by creating a regulated militia.
That is part one but part two of the bill also specifies that the defense budget can take up no more than 10% of the national budget.

getting an amendment to the Constitution passed that gives the right to government to have reasonable methods in administering the ownership of guns.
Until that happens we are going to keep having the whole gun laws being changed at the whim whatever political party is in office not to mention the Courts throwing laws out that try to address the problem.

Purple = About to turn green
Dark Blue = "Shall Issue".
Light Blue = Permit not automatic by law, but "Shall Issue" in practice.
Yellow = Permit only granted at need

status (felon, etc.)" No permit is required to open carry, so the "permit automatically granted" is meaningless. A permit is required for concealed carry, and a certificate of completion for a course in gun safety is required for that.

If you take the class and pass the FBI check, you can get a CPL.

Concealed carry without a valid permit is a felony, and I am hoping it stays that way.

We have open carry not by law, but by the absence of a law.

I am hoping we flip our legislature this year and plug that hole.

that a parent, whose child or loved one was killed by one of these no permit needed people, could? sue the living crap out of the entire group of legislators that passed such a law allowing all the assholes to carry with no screening what so ever..............

Next, they will vote for not having to have a driver's license, hunting license, or any other license or permit........and don't say: "They wouldn't/couldn't do that"........this vote is pure proof that YES they would/could do that or any other law they disagreed with, no matter how sensible the law is/was.................

Regretfully............

Although, here in Denver, a group of demonstrators at a Black Lives Matter demonstration in 2020 who were attacked for their peaceful demonstration, are suing the Chief of Police and a large number of Denver Police for their actions towards the demonstrators.
All the people suing were injured or seriously injured by the outrageous actions of the DPD, one or two were maimed for life, one losing the eyesight in one of his eyes. Despite training and manufacturers specifications that large rubber bullets and tear gas canisters should not be aimed directly at the people in the crowd, the DPD was firing them at the faces of the demonstrators. They were able to identify a large bunch of the officers through video's of them attacking the peaceful crowd.
I also saw a video, where the Colorado State Patrol Troopers present, were actually trying to protect the crowd by getting between the DPD goon squad and the protestors and telling the people to turn their backs and run. The members of the State Patrol have always been a big notch above the common PD cops in my experiences with both..........

We will have to see how that large group's lawsuit progresses. It is amazing that the City Councils of Aurora and Denver just sit back and pay out tens of millions every year for their officers police brutality, especially towards minorities, and especially towards Blacks.
AND THEN THEY ALLOW THE COPS TO KEEP THEIR JOBS, OR RETIRE SO THAT THEY CAN RETAIN THIER FULL PENSIONS FOR A CRIMINAL ACT!!!!!!!
HELL LAST YEAR, THE AURORA PD AND AURORA FIRE PARAMEDICS LITERALLY EUTHANIZED A YOUNG BLACK MAN THAT THEY THOUGHT WAS "ACTING SUSPICIOUS" ACCORDING TO THE COPS, JUST WALKING DOWN THE STREET, AND THE COPS CLAIMED THAT HE HAD ALSO RESISTED WHICH BOTH LIES WERE PROVEN BY VIDEO TO BE COMPLETE LIES. I THINK THAT SETTLEMENT IS GONNA COST AURORA COLORADO IN EXCESS OF 20 MILLION.........They INTENTIONALL injected him with a drug. The EMT-P injected a dose without cause, that was an OD, twice the amount that was stipulated in the use of that drug........And the APD directed the Paramedic to do it, even though it was not called for in that situation...........

since 1979, and have to take an extra blood pressure pill every time I think about it. The biggest problem is that I constantly feel hopeless and helpless to be able to do much about this Red Wave....

So I go into my Dr. for my quarterly physical/update. His assistant takes my BP when she comes in to up date my chart. Then he comes in and takes my BP first thing. He takes it again at about 15 minutes and again at the end of the 30 minute appointment.
I have learned to not say anything political to anyone until they have showed where they stand in this entire mess.
On my last appt, After he took the second BP at 15 minutes, he asked how I was dealing with covid and the volume of stuff coming from the right, which gave away his stand on the mess we are in. So we started talking about shitstorm, and he was as far to the left as I am.
(Which is surprising to me, because most doctors I have met are die hard Republicans) After talking he took the last BP, looked me in the eye, and said: the best thing you can do for your heart is to not watch/read any news, and definitely not read DU every day....LOL
Your BP just skyrocketed once we started talking about this shitstorm being forced down our throats by the Republicans....LOL

providing guns to Chicago for decades, all the way back to the 1920's. Indiana is no different in its assault to destabilize its left leaning neighbor to the west than Iran supplying weapons to extremists to destabilize the middle east. The problem has been raised over and over again, but this state just smiles and sweeps it under the rug. Indiana is one of, I would argue the most, racist states in the upper midwest/great lakes area. When i was young we would joke that Indiana was a misplaced county of Alabama. There was a local bar that had a dart board with an African Americans face on it until it closed in 1983. I lived in the south for 20 years and and this state still is the most viscous brutally racist state I have ever lived in. Indianapolis has one of the most racist police departments in the country. They're just really good at keeping it on the down low, I mean really good. The racism in this state is very, very deep and generationally taught like nowhere Ive ever seen.
Indiana's governor, along with it's senator, state legislature and especially local levels are equally as good at keeping their white christofacist agenda on the down low. This state reminds me of Russia. Most people never leave and they are fed evil generational bullshit, and are also propagandized a supposedly caring and centrist governor, whom at his core would happily pose for a handshake picture with Putrid himself.

This law being passed after several other states have already done so, and being passed within gunshot, pun intended, of November is no coincidence and atypical of the fucking political farce in this state.

I was in north central growing up and Indy for a few years. The outrageous number of redneck hillbillies in the state is never overblown. They talk like southerners too. Banjos are their background music. I have many family members still living there and would never move away. I escaped. Thankfully.

Permits in Indiana were issued on a shall-issue basis. It means that with rare exception, the only thing needed to get a permit was an application and a few bucks.

It says felons and people with serious mental issues still can’t carry, but how will that enforced without a permit requirement? Or is that the “responsible Hoosiers” part?
