Covid Relief Package to Include Billions for Black Farmers

A provision sponsored by Sen. Rev. Warnock offers billions in debt relief to farmers of color after decades of government mistreatment

The Covid relief package is providing a platform for a historic Senate newcomer to deliver for a long-struggling constituency: black farmers. Led by Sen. Rev. Raphael Warnock of Georgia, Senate Democrats are touting a $5 billion provision in the relief bill that will wipe out federal debts for farmers of color, and invest in reforms to help these farmers build generational wealth by keeping their family farms in the family.

On a call with reporters Wednesday, Warnock celebrated the inclusion of the Emergency Relief for Farmers of Color Act in the $1.9 trillion Covid package. Warnock said Democrats were acting to “ensure equity in our recovery efforts and address longstanding injustices that have left some communities behind for far too long.” The newly elected Warnock, who is the first black senator to serve from Georgia, underscored that this federal assistance “will not only help farmers of color, but will also lift up the economies of our rural communities working to recover from the economic turndown.”

It's amazing and only fair given that black farmers were excluded from help in the past. I hope our sovereign leader, Joe Manchin, isn't going to scuttle it.

6. IIRC, Warnock is on the Agricultural Committee

and I know he has been working with John Boyd (who was on Joe Madison almost 2 weeks ago - clip here - https://www.siriusxm.com/clips/clip/0469a9b1-fd7d-4257-ab28-f76acc8fa2aa/deabed30-6192-4ce2-a827-c75457aeeaac) to get this passed.

It sounds like they took some of the provisions from the below to incorporate in the COVID package -

WASHINGTON – The following is the statement of John Boyd, founder and president of the National Black Farmers Association, and Scott Faber, EWG’s senior vice president for government affairs, on the reintroduction of the Justice for Black Farmers Act, by Sens. Cory Booker (D-N.J.), Elizabeth Warren (D-Mass.), Kirsten Gillibrand (D-N.Y.), Raphael Warnock (D-Ga.), Tina Smith (D-Minn.) and Patrick Leahy (D-Vt.).

The Justice for Black Farmers Act is the most ambitious legislative proposal ever developed to address historic and ongoing discrimination against Black farmers. As NBFA and EWG recently documented, Black farmers have been systemically denied access to land, subsidies, loans and other critical tools through government and private discrimination, and the institutional racism that has driven Black land loss is being reinforced through the USDA’s broken policies.

By providing new access to land and credit and providing debt relief, the Justice for Black Farmers Act will help right these historic wrongs. By providing new oversight and accountability within the USDA, the Justice for Black Farmers Act will help address the roots of the USDA’s racist history. By making an unprecedented investment in training through historically Black colleges and universities and groups like the National Black Farmers Association, the Justice for Black Farmers Act will ensure that Black farmers have the tools they need to succeed.

These reforms are long overdue. We applaud the leadership of Sens. Booker, Warren, Gillibrand, Warnock, Smith and Leahy, and we urge Congress to act swiftly to address the USDA’s long history of discrimination against Black Farmers.
