Negotiators reach agreement on a stopgap spending bill to avoid a government shutdown.

Speaker Nancy Pelosi and Steven Mnuchin, the Treasury secretary, struck a deal on a stopgap spending bill that would delay a lapse in government funding until Dec. 11, with an agreement to include both tens of billions of dollars to assist farmers and nearly $8 billion in nutrition assistance.

The funding the White House and Republicans had pushed for in order to extend the borrowing limit of the Commodity Credit Corporation is allocated with additional guardrails in place, after Democrats argued that President Trump and his administration have used the program to divert aid to a key component of the presidentís political base. The House will vote on the measure late Tuesday, and the legislation will require the approval of the Senate and Mr. Trump in order to become law.

With a government shutdown set to occur in eight days without congressional intervention, House Democrats had initially sought to move forward with a short-term spending bill that omitted the aid for farmers. That decision infuriated both Republicans and moderate Democrats, who said that the program had proved critical to farmers across the country and supported a number of important bipartisan food programs.

Ms. Pelosi and Mr. Mnuchin had initially failed to reach agreement on including the money for the farm relief program in exchange for $2 billion in pandemic food assistance, prompting Democrats to file their own legislative proposal without guaranteed Republican support. In the legislation unveiled Tuesday evening, negotiators included nearly $8 billion for various nutrition assistance programs, close to four times what had originally been discussed.

precedence over others, and that includes the open seat bullshit to my understanding. Senator Schumer by senate rule requested a two hours hold regarding the committee.
