LA to shut off water and power to party houses

The mayor of Los Angeles has said the city will be authorised to shut off water and power to properties where large parties and gatherings are held in defiance of restrictions imposed to curb the spread of Covid-19.

Eric Garcetti said house parties had become "nightclubs in the hills" and that the focus would be on gatherings "posing significant public dangers".

The rule comes into force on Friday.

California is the worst-affected US state with over 532,000 cases.

For the life of me I can't understand why the party houses and the big crowded indoor gatherings.

21. There's always the swimming pools and toilets.

I just posted in a reply that there is a 48 hour notice before the shut it off which baffles me on how that is a deterrent.

3. I take it for some reason the cops can't come and break up the parties?

Shutting off power and water seems more legally sketchy to me, but I'm no expert.

What if there's someone inside who's on an oxygen machine that needs plugged in or something like that?

9. I was equally concerned about legal liability for the city tbh

What if it's a scenario where grandma lives in the guest house thus isn't involved in the party?

Just kinda seems to me like the cops breaking up the party makes more sense, esp. if you can come up with an excuse like 'excessive noise complaints'.

15. Maybe the one on oxygen isn't the one that did the inviting.

Maybe she's bedridden grandma upstairs in her bedroom while the younger ones are having the party downstairs.

Bottom line is, cutting off utilities can be a health hazard. Possibly they will only do it long enough to break up the party. Most medical equipment does have some battery back-up that will run it for awhile.

So if someone (illegally) invites a bunch of guests over to their house -- it's alright for the city to kill them? But police brutality and violent tactics against protesters is bad?

18. Nobody is killing anybody. If you court a pain in your ass, you're gonna get a pain in your ass.

The city has made it clear they're gonna cut off electricity and water to these properties under these circumstances. If you're dependent on that electricity or water, don't act like a selfish fool, or you're gonna have to deal with the explicitly clear and pre-warned consequences.

There's no need to be overly dramatic. Law enforcement arrest or evict oxygen dependent people all the time, they can do it without endangering anyone. And this is no different, a little advanced notice of an immovable deadline and the person will have to deal with it. In the hypothesized scenario, any such person will have invited the resulting hassle. And that is even granting that there's even anyone at these properties when they get cut off, which is by no means certain, never mind a person with such needs.

I was envisioning an immediate action in response to disorderly gatherings (the first link wasn't really that great). I looked further, and the city is actually proposing something like 48 hours (and suggesting that it will mostly go against repeat offenders). Nuisance property enforcement rather than action against an ongoing gathering.

So, I misread, and misunderstood the proposal -- and I stand corrected.

generators. Maybe he should follow trumpie's lead and teargas peaceful partyiers.

Community organizers in Detroit are arguing that shutting off water (for non payment) is a public heath hazard and there needs to be a moratorium.
