House Democrats will not hold a vote authorizing impeachment probe, which White House sought (CNBC)

House Democrats will not hold a vote to authorize an impeachment inquiry into President Donald Trump as of now, which the White House had sought, according to a person familiar with the discussions Tuesday evening.

The decision to hold off on a formal vote comes amid growing pressure from Republican lawmakers and White House officials who have criticized House Democrats’ efforts as an illegitimate attempt to undermine Trump’s presidency.

But many members of Pelosi’s caucus want to avoid the perception that the White House is dictating how the House, as part of a separate and equal branch of government, conducts itself, the person told CNBC.

At her presser, she said (paraphrasing): We're not here to call bluffs, this is deadly serious, we're taking our Constitutional responsibilities seriously and they're not, the president has violated his oath of office, they have no way to defend him so they're going to process, we're not going to process.

9. It Should Not Be Necessary to Vote on Impeachment ...

...just to enforce a Congressional subpoena. With Nixon, Congressional committees had done a lot of investigations prior to the formal vote.

You can't have it both ways. Argue that Democrats are rushing to vote on Impeachment, but thne insist on an impeachment vote before cooperating with Congressional oversight.

11. This statement was with respect to a vote to have an *Impeachment Inquiry*

vs a vote for "Impeachment", the latter of which WILL have a vote or votes once the Article(s) are drafted and are voted out of committee to reach the House floor.

Voting to start an "Inquiry" is not required by the House Rules and had not been done in preparation for the impeachment of former President Andrew Johnson, which the lazy media refuse to report on or underscore.

14. There Is No Requirement for an "Impeachment Inquiry"

I know this is a popular Republican talking point, but there is no legal requirement for a vote to conduct an "impeachment inquiry" or that you need to vote to conduct an impeachment inquiry as prerequisite for Congress to issue a subpoena. I think the main point of "impeachment" being mentioned at this point is that Congress is conducting oversight regarding Presidential conduct that, if true, is grounds for impeachment. As for impeachment itself, the only vote you need is to impeach. There is no formal requirement to vote on an inquiry.

Section 2
1: The House of Representatives shall be composed of Members chosen every second Year by the People of the several States, and the Electors in each State shall have the Qualifications requisite for Electors of the most numerous Branch of the State Legislature.

2: No Person shall be a Representative who shall not have attained to the Age of twenty five Years, and been seven Years a Citizen of the United States, and who shall not, when elected, be an Inhabitant of that State in which he shall be chosen.

3: Representatives and direct Taxes shall be apportioned among the several States which may be included within this Union, according to their respective Numbers, which shall be determined by adding to the whole Number of free Persons, including those bound to Service for a Term of Years, and excluding Indians not taxed, three fifths of all other Persons.2 The actual Enumeration shall be made within three Years after the first Meeting of the Congress of the United States, and within every subsequent Term of ten Years, in such Manner as they shall by Law direct. The Number of Representatives shall not exceed one for every thirty Thousand, but each State shall have at Least one Representative; and until such enumeration shall be made, the State of New Hampshire shall be entitled to chuse three, Massachusetts eight, Rhode-Island and Providence Plantations one, Connecticut five, New-York six, New Jersey four, Pennsylvania eight, Delaware one, Maryland six, Virginia ten, North Carolina five, South Carolina five, and Georgia three.

4: When vacancies happen in the Representation from any State, the Executive Authority thereof shall issue Writs of Election to fill such Vacancies.

5: The House of Representatives shall chuse their Speaker and other Officers; and shall have the sole Power of Impeachment.

That's what I was saying and that is what Speaker Pelosi emphatically told the reporters today at her presser!

The OP headline was - House Democrats will not hold a vote authorizing impeachment probe.

(I don't think there was anything in the OP article referencing the next step or actual "impeachment" per se)

This ridiculous demand for a vote is just another republican attempt to flip the script. The law is straight forward and the House’s obligation is unquestioned. The story of Trump’s guilt is clear, concise, and simple to understand. The President asked a foreign government for help with a political opponent. That is an impeachable offense. Everything else is a distraction.

12. The WH didn't actually seek a vote.

They were merely using the lack of a vote as an excuse not to cooperate. If there had been a vote, they’d find another excuse not to cooperate.

19. I think the Repugs, tRump especially

want to move the process along, get it to the Senate where they can kill it and tRump can crow about how he’s been “completely exonerated”. Mueller redux. The longer we draw it out the more dirt will come to light.

My only concern is, as the election draws near they will frame the impeachment inquiry as a political stunt to swing the election. Let’s hope enough Americans will see through that narrative.
