WASHINGTON — A Ukrainian-Russian developer who wanted access to President Trump’s inauguration filed a lawsuit on Tuesday saying he was bilked out of the $200,000 he paid for what he thought would be V.I.P. tickets to the event.

The developer, Pavel Fuks, who once discussed a Moscow real estate project with Mr. Trump, said in the lawsuit, filed in the United States District Court for the Central District of California, that he had paid the money to a firm at the direction of Yuri Vanetik, a prominent Republican fund-raiser and sometime lobbyist. But, the lawsuit said, Mr. Vanetik failed to come through with the promised tickets, and Mr. Fuks ended up watching the inauguration from a Washington hotel bar.

The lawsuit sheds new light on efforts to accommodate foreign politicians and business executives who sought to attend Mr. Trump’s inauguration to press their agendas, curry favor or make influential connections with the incoming administration.

It is illegal for foreign nationals to buy tickets from the committees that host the official parties and other events around United States presidential inaugurations, a ban intended to limit international influence in American politics and government. Foreigners have long flocked to inaugurations as guests of American donors, which is permitted.

still owes DC for the police protection. Many small towns across the country have not been paid for police protection for the orange disaster. Orlando will likely be stiffed for the latest "show", too. Serves them right, they should demand pay upfront, or no police protection. I hope his big Jly 4th. celebration is a big bust, just like his TV interview was.

will start a GoFundMe page in order to pay their hero's bills. Trump loves these suckers! I'd like to know how much of his campaign 'war chest' is being spent on his attorneys, and how much is directed into the various Trump bank accounts. The thing is, his cult followers don't care!

If people have to watch a Trump campaign speech in order to view the 4th of July celebration I predict a very low attendance figure. Of course Trump will say it's the largest gathering in the history of the world.

Mr Fuks wants restitution from an unscrupulous Trump insider who failed to deliver on what would be an illegal contribution. When Trump hears about this we might have a new ambassador. "I like the cut of his jib."

on criminal act. But, perhaps out society would be better served if such lawsuits were brought into our courts, with the understanding that both parties could be found guilty and punished. This problem should be settled by a Mafia godfather.

Mr. Vanetik, a lawyer, said the $200,000 payment was at least partly for legal work conducted for Gennady A. Kernes, an ally of Mr. Fuks’s and the mayor of his hometown, Kharkiv, Ukraine. Mr. Vanetik said he “never intended to use Fuks’s money to buy tickets from the inaugural committee.” Instead, he said he referred Mr. Fuks to a lobbying firm “that tried to arrange for him to attend an official inaugural ball as a guest,” and also arranged a program of inauguration activities that were sponsored by groups other than Mr. Trump’s inaugural committee, which Mr. Fuks approved, according to Mr. Vanetik.

According to Mr. Vanetik, Mr. Fuks “irrationally expected to attend some million dollar event.”

Mr. Vanetik added, “When that did not happen, he became angry, made threats and left the following day.”

Had Mr. Vanetik used $200,000 from Mr. Fuks to buy tickets to official events from Mr. Trump’s inaugural committee, it could have resulted in an illegal foreign donation to the inaugural committee, said Brendan Fischer, an official at the Campaign Legal Center.
