In wake of Las Vegas shootings, no plans to bring gun silencer bill to House floor, Ryan says

House Speaker Paul D. Ryan (R-Wis.) said Tuesday that Republican leaders have no plans to advance a bill that would make it easier for Americans to buy gun silencers.
The focus on the legislation, which passed a House committee last month, was magnified Monday after the Sunday night shooting in Las Vegas that left at least 59 dead and hundreds injured. That bill is not scheduled now; I dont know when its going to be scheduled, Ryan said. Right now were focused on passing our budget.
The Las Vegas shooting is the latest incident of mass violence to put Republican lawmakers on the defensive over their opposition to new gun restrictions and, in some cases, their efforts to eliminate existing ones.
The Sportsmens Heritage and Recreational Enhancement Act passed the House Natural Resources Committee on a party-line vote last month. Currently, owning a firearm silencer requires a special license from the Bureau of Alcohol, Tobacco, Firearms and Explosives, similar to the regulations surrounding machine guns and explosives. The House bill would instead treat silencers, also known as suppressors, like firearms requiring only a federal background check.

(16,646 posts)The tiny detail missing in this legislation is that, yes, it will help with the issue of the noise of people who are working/shooting in gun ranges, etc. These things aren't "silencers" in the sense that unlike Hollywood, they don't nearly "silence" a weapon. They do take the really high amplitude, high frequency out of the sound and that is the part that "hurts" ears the most, often even with some of the hearing protection people wear.
That said, they also do something else. Major urban areas have been setting up acoustic monitoring systems to determine the approximate location of gun shots. It helps in criminal investigations. These devices won't make it impossible, it will just reduce the accuracy and functionality of the systems.

Criminals don't use use suppressors because they are not a game changer despite being easily available and cheap. They make concealing a gun problematic. Mass shooters and gang bangers don't seem to care too much about noise. Concern about noise isn't an issue in cases of murder-suicide, road rage and other crimes of passion either. And many crimes commited with a gun are where the criminal is using the gun to threaten the victm but not shoot him or her such as a store robbery.

(25,167 posts)when the media leaves Las Vegas and goes back to just picking on Trump and the American People move on to some other story - the Repugs will revive this silencer legislation and move it forward. It's only a matter of time and Ryan is betting on the fact that the American Public will forget.
Again - we the American People need to move on the NRA and the Repugs with all the gusto that they did to kill Repeal and Replace of ACA.
We have to be relentless in our pursuit. We can't let up. We can't let the NRA or the Repugs off the hook.

Trump is great for them - they get to move all sorts of really bad stuff while Trump distracts everyone with all the drama.

Jeff Duncan (R-S.C.), the bills sponsor, said in an interview Monday that the silencer provision would have had little bearing on the massacre in Nevada pointing to media reports that the shooter may have had more than a dozen firearms, some of which may have been illegal.
Hes already breaking the law shooting an automatic weapon that wasnt registered, so whats going to stop him, had he chosen to shoot a suppressed weapon, to do that? Duncan said. The thing is, and the thing he probably realized is, it doesnt make any difference its still loud.

Democrats on Tuesday attacked GOP leaders for rebuffing various attempts to debate policies to combat gun violence. They blamed Ryan for refusing to allow votes on a universal background check bill and blocking requests for hearings on the issue.
House Minority Leader Nancy Pelosi (D-Calif.) asked Ryan on Monday to launch a bipartisan special committee on gun violence, but Democrats said Ryan turned down the request. They also said he rejected a proposal from Rep. John Lewis (D-Ga.) for a show of unity and action to curb acts of gun violence..............................................
