I mean, there's already an income cut-off for the penalty. I assume that they're not deciding to revise the cut-off level on their own for some people in some states--in which case, perhaps Obama did pass the law that'll be implemented--but are merely pointing out that the cut-off as written into law is already higher than those who would be eligible under the Medicaid expansion.

not accepting the medicare expansion? No matter what they think of ObamaCare, they probably really like the idea of Medicare.

Possibly they'll start voting democratic.
