(35,300 posts)I mean, there's already an income cut-off for the penalty. I assume that they're not deciding to revise the cut-off level on their own for some people in some states--in which case, perhaps Obama did pass the law that'll be implemented--but are merely pointing out that the cut-off as written into law is already higher than those who would be eligible under the Medicaid expansion.

Possibly they'll start voting democratic.
