Sources: Penn State will not appeal harsh sanctions because

they probably reached a deal with the NCAA in order to avoid the death penalty.
This will allow them to retain revenue from conference teevee deal. That is no small amount of money.
This is CONJECTURE. However, if they don't appeal, it makes sense. The NCAA didn't follow their own procedures for imposing penalties. Surprise! NOT! The NCAA makes up shite as they go.

I wonder if some outside group of boosters and/or past players file suit. Pobably will.

The NCAA needs to be given a thorough overhaul. Their 'rulebook' needs to be overhauled too and their regulations need to be clear and make sense. In addition, they need to add enough people to conduct any investigations in a much faster and thorough manner. As it is, the penalties are dumped a lot later than the infractions occurred in a lot of cases. They are morans!
