I've been at Tahoe during some big storms. Wind-blown waves are not uncommon. Play this video at normal speed at it would look just like what it is -- some stormy shore break. Hell, I live on a lake, nowhere near the size of Lake Tahoe, but with over a mile of open water. A good wind can whip up some real breakers. Now look at the size of Lake Tahoe...no surprise.
