Looking for a quotation

I'm looking for a quotation that was a prediction of Dolt45. I thought it was by Somerset Maugham but I'm coming up blank in Google and Bing. The quote is to the effect that with Americans' glorification of the common man, and with the thinking that stupid is as valuable as intelligence, that some day America would actually elect an outright idiot to be president. Can anyone help?
