Does this sound hinky to anyone besides me?

They plan these exercises every year. South Korea and the U.S. get together and practice. When they do that North Korea goes nuts. This is at least once a year. When different shows are talking about what is the latest with North Korea, someone usually comments about the military dependents are still there. No sign of removing them or any personnel. Everyone takes that as a good sign.
Today I hear that they are going to practice evacuating dependents. They are also going to have their joint exercise. Both of these little exercises are going to happen next week. If you were in North Korea, what would you think? Is this a way for something bad to happen and oops. From the WH... I didn't start it, they did. It's not my fault. I had to defend us. There was nothing else I could do... They made me. No idea why they would think anything was wrong. Is this the calm before the storm he mentioned?
What the hell are those people thinking?
