How the Republicans win by losing?

One last go-around before the next election. The Republicans want their voters to know that they voted to repeal Obamacare but they were voted down. They would like for that to be fresh in their minds.

But they don't have to win. They just want their voters to know they tried.

They don't respect the intelligence of their supporters very much, it seems?

They know that their base is incapable of critical thought. It's all feelings with cons.
