NCIS or any military law enforcement agency only has authority over a member of the Reserve Components when they are actually on active duty and the UCMJ applies.

Unless they have evidence that it happened on active duty they are doing nothing more than wasting people's time.

the Iran Contra scandal. Some Congress Person drafted a Bill to prevent the Special Investigative Committee,from investigating anything before a specific date and after a specific date. This eliminated the Iranian Missiles and the Deal Made to hold Hostages until after Reagan was Inaugurated.
