They will never repeal without replace.
Markets hate uncertainty and the uncertainty in the insurance markets would cause rates to skyrocket. Even group market rates , which aren't part of the efforts, would be affected because they are ultimately part of the same pool.
It would be political seppuku.
The GOP isn't that stupid.

Which means they would need 60 votes to pass cloture. The Dems didn't bother to filibuster the bills when Obama was President because they knew he would veto it. There is no way repeal would pass cloture
