I remember a president basking in the global w of many megawatts of wind power coming on line and gladly accepting the credit.

Except that the installations were sited and easements granted, equipment ordered before the first primary that secured his initial nomination. It's how it works.

A president is blamed for a recession clearly in the works before Election Day but formally declared after his election. A president takes credit for job growth that's all but inevitable and says it's the result of his plan before one dollar of "stimulus" is expended.

Putin did the same. Before he was elected unemployment was declining, corruption sharply reduced, and a rocky economic outlook stabilized. But really noticeable growth, the result of that foundation, happened just after he was elected. He got the credit, and claimed it.

They're politicians and receive adulation from their acolytes and opprobrium from their foes.
