He's all about finding exceptions to any and all rules. I give him credit for fomenting the horrid psychological malaise this nation suffers currently, since waaaay back in the early 90s. One of the original Clinton haters.

ETA: sNewty was Rupert Murdoch's RHM in Congress back then.

3. A pardon should be for one specific act, not an ongoing set of acts.

Otherwise, it's just blanket immunity from the law.
