Sanctions?

Eject Russian diplomats?

Cyber counter strikes?

Military strikes?

Take matters to the UN for arbitration?

such a plan would rely on ISP cooperation, it would be wildly politically unpopular for the government to tell Americans what they can and cannot see on the web, and probably would never withstand 1st Amendment scrutiny.

The possible nets and addresses are likely under surveillance and related persons have probably have been targeted by everyone from FinCEN at Treasury to the DEA at EPIC. There are probably multiple dedicated satellites, UAVs and human assets snooping in all the right places.

I'm sure no expense is being spared.
