It was good for a fixed period of time...and I technically still had clearance after I left the military. However, just about everything somebody at HRC's level deals in Top Secret or Special Access/Compartmentalized information. I don't know for sure about Top Secret, but the special access stuff isn't a 'blanket' clearance. If Weiner was not 'read in' to the subject, there is no way he could ever have clearance to see it.

32 CFR 154.16 - Security clearance.
See section (d) (2):

Members of the U.S. Senate and House of Representatives do not require personnel security clearances. They may be granted access to DoD classified information which relates to matters under the jurisdiction of the respective Committees to which they are assigned and is needed to perform their duties in connection with such assignments.
