The laws make it less profitable to operate thier business here, and it's legal for them to operate their American locations from Canada. They may be skirting the intent of the law, but not cheating.

Passing laws that make it more expensive to run a business here than in Canada or Mexico has very foreseeable unintended consequences.

9. I think you are confusing cheating with breaking the law. They are different things.

You can cheat without breaking the law, for example someone cuts in front of you in a grocery line.
You can break the law without cheating also.
