It is chicken fried in a flour cover batter with and the coated with Cheetos powder! Sounds like a Trump lawsuit in the making? I can see the resemblance, between the two!

The laws make it less profitable to operate thier business here, and it's legal for them to operate their American locations from Canada. They may be skirting the intent of the law, but not cheating.
Passing laws that make it more expensive to run a business here than in Canada or Mexico has very foreseeable unintended consequences.

You can break the law without cheating also.
