If everyone is eating dinner, but Bob doesn't have any food, you say "Bob needs food!" That doesn't mean everyone else doesn't also need food. It isn't divisive to mention that Bob needs food. It means that Bob is the one without food at that time, therefore at that moment, BOB needs food.
