The thing is, he is right on a bunch of things here, (And wrong on so many more) but what he rails at are the things the HC lobby and the Republicans insisted on in the ACA.

1. OH, it's a more expensive insurance plan. How novel!

So basically he reserves the right to change his mind at any time and propose something completely different.

Eliminate the mandate and the insurers will deny covering people with pre-existing conditions. Without the mandate, people would not buy insurance until they needed it.
