... "Laws randomly enforced ahead." In fact, that would be more to the point, since laws are broken all the time everywhere.

It's a fair distinction, since obeying is an act of an individual (or corporate individual), whereas enforcement is an act of our institutions.

But hey, it's a cartoon.
