thinking over this ugly issue...
This was done by a contractor and their response is "oops".
But I can't help wonder just who is this contracting outfit and from where do they hail? There are a number of (R)s who want to destroy the EPA, especially since they are actually trying to do something they have been legally mandated to do... and who has really deep pockets, enough to set up a phantom contracting outfit? Surely this "black eye" event is really bad PR for the agency who is not funded well enough to have its own cleanup teams thus requiring them to hire contractors of whom they may not have the funds to fully vet for concerns over loyalty and funding.
I think this may have been a purposeful event to severely wound the agency... CO is a mining state with a fair amount of anti-EPA politicians and secret funders after all. Secretive, monied entities who might be thinking "So what if an entire population of Indians and some outdoor/environmental enthusiasts get poisoned?"
Who benefits by the destruction/castration of the EPA?
Just a thought, perhaps not all that far-fetched. Dirty tricks seem to be the name of the game since public scrutiny is becoming a thorn in the sides of those who want to rape and pillage the environment and those dirty tricks are becoming rather blatantly conducted as well.
