... even with both mandatory voting and instant runoff voting in place, to help them feel more comfortable in voting for putting these in place, and perhaps along with that a newer constitutional amendment saying explicitly that we all have the right to vote, not just that we can't have our ability to vote be kept from being withheld on a discriminatory basis, which is what our laws currently have.
