Point of reference: We have 50 states who may or may not accept CDC guidelines.

It's the process, do we really want a single federal state or a union of states????

This is the question since the Tory/Colonists days.

Some more than others.

Texas was one of the largest recipients at 35 million last year.

Wonder what they did with that money.

Edit- and not just 50 states but territories and I think also Indian tribes.
