when he told her it was illegal.

He started off giving her just a warning. It wasn't until she got belligerant and started yelling that she had a permit to carry that he started talking about not wanting to take her to jail. She did sound threatening and I can understand why he reacted the way he did.

And he did not choke her dog. When he was trying to cuff her, she fought and was swinging her dog around herself while she was fighting him. He wasn't holding her dog; she was. And he was telling her to let go of her dog.
